बीकास...???

Dear All,

Why is Nepal falling behind to achieve development outcomes? I am more interested to have your opinions on development paradigm in Nepal. In your opinion, where we need intervene to speed up development processes in this country?

Is "Development" Itself the cause of Nepal's problems?

Looking forward to hearing your food of thought in this regard

  1. I think Development process itself in Nepal is a problem since it is imposed by the donors and there is no ownership. Until and unless we make people realize it is for them, and apply local approaches we may not succeed. But if we compare ourselves with other European countries we have made some remarkable changes in the field of development. What they achieved in more than 150 years, we did that in the span of about 50 years. So, we should not lose our hope. It's our responsibility to make feel the ownership to the people that it is actually for them..

  2. Political stability and good governance is key to development that is what is lacking in Nepal.

  3. Where we made success: when people are given responsibility to manage forest resources, irrigation and small drinking waters, involved in health and education sector, they came up with progressive results! The budget given to local people via VDC, that is better utilized.

When government welcomed private sector in banking, education, communication, aviation sector and so on.. sky rocketting progress!!

Then where we failed? Where government stake is high! i.e. utilization of water resoures, commercialization of forest products, promotion of tourism and intensification of agriculture i.e. rational utilization of natural resource base which can create income and employment both.

I see problem is in centre: poor governance and administration, National Planning Commision as failing institution and so called development activists who enjoy intellectual talks at centre for their livelihoods.

Thus, in my opinion, intervention to create pressure from bottom to top and improvements from top to can bring changes. Peace, security, liberalization, governance and political commitment are fundamental things to speed up our development pace.

  5. Development is not absolute, it is always comparative. Natural process contributes development at a very slow motion. So, other external development agencies are emerged for fast movement of development processes. Nepal's policy and plans are very good. Local Decentralized Governance Act 2055 has provisioned to bottom up planning processes. Following this act, every District Development Committee starts their planning from households to district level by crossing various level such as; settlement, tole, ward, VDC, and areas. National planning Commission compiles these all planned activities and approved by Government through Red Book. But these planned activities did not implemented properly or just for do. There are another planning processes of all uncountable development agencies working in Nepal. They always prepare plan for their easiness in stead of real demand of communities. Policies and plans of GoN always influenced by donor agencies, community planning is just for name, lack of coordination among development stakeholders and GoN, lack of proper tools of poor identification etc.are some of the evidences of failure development in Nepal. For speed up development activities in Nepal, we can assimilate following some strategies : i.integrated planning processes of GoN and all development partners,ii.One door policy mechanism for implementation of all planned activities, iii.community led exclusive development planning in real sense iv.participatory standard tool of real poor identification, participatory monitoring and evaluation processes,v.Equitable benefit sharing mechanism practices, vi.scientific management of natural resources etc. By adopting these strategies, we can establish a new Nepal. We must hit development goals in underlying causes of poverty not only in activities i.e.one goat distribution.

  6. If you are given the chance of representing Nepal in the Football Championship, you can only make the team win if you contribute and accept the good points of your team players so as to win the cup. In a similar manner, we Nepalis should learn to accept and give a chance to everybody who deserves to rise. We are a group of people who want to be at the summit, even if we see the rest of the nation suffering. Even the elected prime ministers of the country are more worried about making quick money, lots of arch rivals and contributing very little towards the development of the country. No wonder their careers are often short lived. Rather than making ones own career graph, how about getting along with the rest of the ministers and working as a team so that the nation benefits from it? I think we should try and work as a group rather than rise individually. This goes mostly for our political leaders and of course us common men too, who have to live with the consequences. Like the football team, let us all too play as a team, for our team- Team Nepal.

  8. None other than any reasons, the first and foremost reason would be the political one for the failing development outcomes. It is not that only because of political reason Nepal is failing to achieve development outcomes, there are other reasons too but the politics has strong influences and the condition of Nepalese politics is such a phenomena which needs no introduction and description here since everyone is aware of the country's political scenario. I would like to give an example in the case of Nepal's failed development, let’s take a burning issue of food and quality monitoring. Was not there any quality control and food monitoring division in Nepal before the governance of Dr. Baburam Bhattarai, there was but where was it and how was it working, what was it doing? This can be a clarifying question that why our country is not able to achieve any development outcomes and how our country is\was running. Even if the previous PM's and ministers had wanted to do so they would have done it, such scenes would not have been presented in front of us now. This can be blamed to the worst governance that we were having, in such a case how we can expect any good development outcomes when the petty issues that affects the lives of people is not being monitored, how can we expect any good outcomes where essential items like milk and ghee are poisons???????I think that the political issues should be intervened to speed up the development process though there are lots more areas to be intervened but a good start can be from the political one because every single thing in our country is associated to bad politics, so when we cure the rotten root, the branches, leaves, stem and fruits automatically will turn out to be better.

  9. It always saddens me to see the finger pointing game. Especially, we youths are always blaming older ways, days or political leaders for the ‘under-development’ that Nepal faces today. But we fail to question ourselves: ‘Are we doing our part for the benefit of our country?’ ‘How far are we willing to go to help our country solve the crises?’ I sincerely hope that we as today’s youth (including myself) develop a degree of patience and accountability factor so that in the future whenever we decide to undertake a ‘project for progress’, it fulfills the purpose we had envisioned for our Nepal.

  10. Donor oriented nation will find hard to struggle to plan its own development. However taking a stand for change might pave the way. ALL the same, the need for development is like fulfilling basic needs

  11. Development in Donor oriented Nation is a full of chaotic mess. Taking Stand on oneself with a very good diplomacy is the solution that i see.

  12. Its high time we stop blaming others for the state our country is now. As youths, it becomes our responsibility to work for our country's development. We should all pressurize to bring political stability and contribute for peace building.

  13. I think television programs are blurring our eyes on how we see "Development". I used to think that if a country has skyscrapers, flyovers, and big roads it is developed. We all want that in our country, but who says that’s development. Who sets standard for development?

I think Nepal is developing very quickly; all it needs is more optimism and patients by its people.

Nepal also needs to find its own definition of Development. We should not vest upon theories driven by others.

Nepal is already a bowl of khichadi with mixture of every spices (theory). If we take on set of spices (e.g. one set of development theory) and mix it in this Khichadi it will come out as something utterly different than we predict. Therefore, as development workers we should be able to decide what spices to mix in this khichadi to make it pleasant to swallow.

  14. It is not that we youths are blaming the state, we are blaming the ones who rule the state. Everyone who rules or is ruling the state is not to be blamed but most of them seem to be corrupted and self oriented. We blame them who are corrupted and self conscious,we blame them who serve for their own interest rather than people's interest. We blame them, not the state, who has nothing to do with it.
